He should be ashamed of himself. And the fact that he's trying to make a living by scamming people is just disgusting. The authorities need to get tough on people like him and not let them get away with it.

The fact that his company was called Up Boats LLC, sounds so legit but I guess that's what scammers do to gain trust. 
The worst part is the poor guy who lost all that money didn't even get a refund! 
Back in my day, we wouldn't dare try something like this. We'd have to know our neighbors by name to scam them! 
These online transactions are crazy... you gotta be super careful now. I remember when I bought a boat back in the 90s and it came with a full refund if anything went wrong. That's how you build trust with customers, not by taking their money and running!
